Ammonia is a gas at standard temperature. As with other gases, storage in high pressure steel container is a easier way to transport it.

If they sell ammonia in water solution form (aqueous), there will be the extra weight of water. What's more, it's difficult to separate pure ammonia from its water solution. I think these two reasons could explain why ammonia is sold in anhydrous form.

However I'm sure in some cases ammonia is sold in aqueous solution, especially when it's for home use.
