The coldest ocean water is about -2 degree celsius, which occurs at the 
surface of higher latitude region. At north atlantic ocean and antarctic 
ocean, these waters will sink, forming deep water that drives the deep 
ocean circulation. The coldest deep ocean water is at Antarctic, which is 
about 0 degree celsius.

So far, there have been no observations showing the temperature of a 
water mass drop too far below -2.
