Subject: why say the probablity is 50%,when someboby don't one thing?

usually,when we ask somebody a question about what WILL happen,if he or she
totally do not have idea about it,he or she says the probablity is 50%.For
example,"the probablity of rainning tomorrow is 50%" ,but I do not think it a
correct method to explain none-knowing.
