The short answer is yes, it would be a good idea to keep an eye on your
small household pets.

A fairly common owl, the great horned owl, is the second-largest American
owl and primarily eats medium-sized mammals such a rabbits and skunks.  It
has been known to eat household pets, mainly house cats.  Since your dogs
are so small they are definitely in danger.  This interesting New
York Times article tells of a great horned owl that carried off a
20-pound poodle.

Hawks are an unlikely predator as they cannot carry away large weights.
