The generator in very simple description is a coiled wire and a magnet, as you turn the handle you force the coils to cut the magnetic field. This process will induce the electrons to travel in the wire if it is connected to a load. If the wire is not connected to any load it is considered an open circuit, nothing will happen and the handle will move smoothly; if you attach a load, the handle will be harder to move, and as you increase the load you will feel more resistance to the movement of the handle. When you short circuit the coil, it would be pulling infinite current from the generator, which means higher resistance to the movement of the handle.
