I assume you are talking about Biosphere 2. The purpose of this experiment was to examine the behavior of a closed system. So when you talk about adding CO2, the question is, where is that CO2 coming from? You could obtain CO2 by burning the plants, but that would defeat your purpose of raising oxygen levels. The idea is that the biosphere, like the Earth, is a closed system, that cannot simply "get more from outside" when its resources run low.
