Well, I wrote a long dissertation on what I thought could work, but then I 
did the smart thing and did a web search.  I found someone who made an HV-to-
DC converter with a fairly simple setup:

He used a Van de Graaff generator as his HV source, so the lower-voltage 
Wimshurst generator should work as well.
