Well, I think that you might be right about what eats Woolly Bears, but I could't find any info what eats them either. Birds are also possible predators of the Woolly Bear. Birds are often seen flipping over leaves looking for food. However, something that makes me wonder is their conspicuous color. Usually edible insects are drab and hard to see. Insects with strong colors are usually somewhat toxic to predators and fuzzy hairs are also often irritating, so it is possible that maybe no one likes them for dinner. I found out that in the adult stage Wolly Bear moths squeak to confuse bats, so I suspect they can be food in the larval stage, as reported in this site
