I have a case where two officers used flashlights that the company measures in 
lumen rather than candlepower.  Almost everything we have used in the past was 
explained through candlepower and not lumen.  I have the very basic 
understanding of Lumen and what type of light it creates, however the people I 
am writting the report for do not.

I have a 65 lumen flashlight, lighting a target at approximately 60 feet away 
and a 125 lumen flashlight, lighting a targe at approximately 12 feet away.  Is 
there anyway I can get a candlepower equivelent to the lumen rating of these 
two flashlights at the distances they were used?  If not, can I get a simple 
conversion of the lumen to candlepower of the flashlights by using the standard 
testing process used to compute candlepower?
