I'm attempting to build a Van de Graaf generator, and when trying to 
select a material to serve as the belt, I went to many web pages 
containing the triboelectic series.  One of them referred to cotton as 
positive and one as neutral.  Which of the three (positive, neutral, or 
negative) is it?
