Is there an equation that relates the angle of incidence, 
wavelength, intensity of light reflected, and refracted
when incident on a surface.

I have a EM wave of wave-length 589 nm traveling through air and 
strikes water at an angle of 53 degrees from the normal line of 
surface. Some of the light is reflected and some refracted. What
equation will tell me what fraction of light is reflected and
what fraction of light is refracted.
