From what I know, particles, once slowed down, cannot be accelerated 
without additional energy. Waves on the other hand, can. When applied to 
how light travels, I think that if light was to be slowed, then measured 
for speed, waves will stay the same speed and particles will be slower. 
Since light has no mass, I'm not sure if the particle-acceleration idea 
will hold.
