Dear Elizabeth:

Parts of the atmosphere can become very slightly supersaturated by a few 
tenths of 1% up to 2%, resulting in relative humidity levels a little over 
100%.  This does not happen near the Earth's surface because there are 
always particles present to allow condensation to occur.
