This question can and should be answered in a very general way.  What you 
are asking is a personal medical question.  For this, ONLY a personal physician
should provide the answers.  Therefore, the first part of my answer is for 
this young woman to seek medical advice from a qualified gynecologist.

Today, there are very many possibilities that can produce what you 
describe for this hypothetical, "young woman having her periods 2x a month."
For example, this could have something to do with birth control pills. 
But birth control pills are not mentioned in your question.  Also, exactly 
how old is this young woman?   Has the young woman ever been pregnant?
Has this 2x per month period just happened once, or has this been going 
on ever since her first period?  The answers to these questions could 
indicate a number of possible causes.

Clearly, having two periods per month is not -- strictly speaking -- 
"normal."  The cause can be something not very serious, OR it may be due to
something VERY serious.  The fact is, everyone is different and undergoing 
changes in daily life.  

It would not be fair to list here all the possible causes of the 
bleeding pattern that is described.  Because of the wide range of 
possibilities, it is important for this young woman to have a medical
examination and diagnostic tests by a gynecologist;  who should then be able
to discover EXACTLY what is causing this condition, and provide anwers to
this question.
