Not knowing what you have and do not have, it is difficult to give specific answers. I believe that Edmund Scientific had a kit something along these lines in the past.

To show the lift of the wing you need to either show a decrease in weight for the wing or the ability of the wing to lift a weight. My first guess is you are not using a fast enough wind or have insufficient airflow volume. I recommend an electric leaf blower with a variable speed output. This may seem like a lot, but if your wing design does not have much lift or is heavy, you will need all the power you can get. CAUTION! Start at the lowest possible speed and work up gradually. Try to get as uniform a flow over the wing as possible using some sort of diffuser. Just hitting it in the middle will not work well. The closer you can get to laminar flow over the wing the better it will work.

To measure the lift, either hang the wing from a spring balance or attach a weight to the wing. Run the blower and observe if the weight as measured by the scale decreases or if the wing picks up the weight.
