Subject: How do you stop static electric charge in humans, zapping each other

A close friend of mine lives in the UK and came to me with this.  Recently 
everytime he touches someone, he zaps them.  I realize that the materials 
around him,clothing,carpet etc. can have a big influence in this.  He told 
me that he has not changed any of his surroundings or style of dress.  
This phenomona just started out of the blue!  Any thoughts on cause or how 
to stop it from occuring?  Thanks for your time!
