Can an incessant cycle of heal/damage/heal cause cancer?
I've noticed that in many situations, when the body is subjected to
continual- damage, healing, ad infinitum; cancer is typically the
result. Eg: Smoking causes heat damage to the lungs, forcing the
lungs to heal, but the healing is never allowed to finish as the
smoker lights up again.

Another example, skin cancer from incessant tanning. Tanning is skin
damage. The body attempts to heal, but the damage is repeated before
it can finish. Eventually melanoma is the result. The skin has become
locked into a cycle of damage/heal/damage that results in
uncontrolled cell growth.

If this is the case, how can anyone insist smoking doesn't cause
cancer?
