Subject: can a tesla coil be tuned to a microwave frequency

If i were to get my hands on a source of electricitcy at the right frequency,or 
an oscillator of some sort, could i in fact tune a tesla coil to a desired 
freqeuncy of output by changing the primary coil frequency and adjusting the 
number of secondary coils.If it is possible to tune it to the exact vibration 
frequency of H2O.what would the effects be?maybe a"death ray?"
