The gel doesn't make it stand up, but it does make your hair stay in place 
however you styled it.  Hair gel has ingredients, such as polymers, in it 
which will hold your hair in place.  These ingredients are water-soluble, 
and the gel is mostly water in the bottle.  Once you put the gel in your 
hair, the water evaporates off, leaving the polymers and other ingredients 
which hold it in place.  Since the ingredients are water-soluble, they come 
out next time you wash your hair.
