There are hundreds of controversial "magic" techniques in water management, from divining rods to electronic devices. Few of them work as advertised. I won't spend much time on magnets, because it will just start an argument.

However, I will tell you that the best place to put an ultraviolet lamp in you fish pond is not where the fish are. You must place the lamp in the filter stream or somewhere else that will not expose the fish. Of course, you can't just shove an electric lamp in the water. This would definitely finish off the fish, and it would probably ruin your day as well. The lamps that are sold commercially for this purpose are designed to operate under water and in a pipe where fish will not travel. Building makeshift water treatment cells using high voltage lamps just isn't safe. Shop around, you will probably find that the cheapest way in the long run is to add a commercial UV component to your filter system.
