The prevailing winds in that part of the world generally blow to the east; however, there are many other effects that make the wind blow in different directions. These are especially prevalent at low altitudes, which is where the radioactive material originated. It was the mis- fortune of Eastern Europe that the wind happened to be blowing their way that morning.
