If you are familiar with pressure systems and fronts you can do some
generalized forecasting using numerical model forecasts available from
several sites on the World Wide Web. One that has some particularly good
images, including areas outside the US is from the Institute of Global
Environment and Society's Weather and Climate pages.
You'll want to look at the sea level pressure charts, and you'll have to
infer frontal positions from the pressure analysis. (For general
information on both forecasting and numerical models, check out USATODAY's page.)
The trick may be in finding plots of surface data and/or analyzed surface
charts with frontal positions.

site
has some international links as does The Weather
Underground.
USATODAY and The Weather
Channel both have international forecasts on-line. USATODAY also has
foreign weather temperature and precipitation maps, along with satellite
photos.
