Subject: what's more hygenic? paper-towels or hot air dryers? (ie bathrooms!)

I've noticed a lot of public washrooms only have hot air hand
dryers these days. Don't they just dry the bacterial nasties 
in place on your hands? Aren't paper towels better because
we dispose of the water (with soap disturbed hand bacteria)
when we dispose of the towel??
