Actually, the ingredients are quite simple.  Let us take
"Pert Plus" as an example.  The active cleaners are
pretty normal shampoo ingredients: lauryl sulfate and
laureth sulfate.  The conditioners are fairly normal
to: stearyl alcohol, tricetyl ammonium chloride, and
dimethicone.  The real trick is in stabilizing these
ingredients and delivering the conditioners.  This is
done by forming special emulsions of the ingredients 
which keep the anionic and cationic ingredients from
interacting.  Hope this answers your question.
