Subject: Is it normal for frogs to sit on top of each other?

I have a leopard frog and as yet unidentified species of frog
together in an indoor habitat. The unknown frog will often sit
on top of the leopard frog while they are both at rest. Is this
normal or harmful behavior. Thanks.
