Michael,

Unless the frog is obviously doing harm to the frog he is resting upon 
(i.e. scratching, biting,etc), I would feel safe in suggesting that what he 
is doing is harmless. Amphibian behaviour is not always thoroughly 
understood as is the case with most animals. This practice may be some 
mating attempt or simply a show of dominance. In any case, it doesn't seem 
to hurt either one so I wouldn't worry.
