Basically, human growth hormone (released by the pituitary gland) acts as 
the hormone wich drives bone growth. Two steps are to be considered. The 
first one occurs from birth to puberty, while bones growth plates are not 
closed. The bones will grow in good proportions, wich means that long bones 
(in your arm, forearm, leg and so on) will stretch, while flat bones 
(skull, cheek) will enlarge as well. When puberty occurs, and in a variable 
amount of time, growth plates close. From that time, if growth hormone is 
released in excessive amounts, a disease called "acromegalia" occurs, and 
the patients look different as long as time goes on, with protrusion of 
eyebrows as you mention. Your second sentence is therefore the right one.
