Caramelization requires energy for the reaction to take place. Most of the 
energy is in removal of hydrogen bonds first.

However, it is still possible to make it occur at lower temperatures, if 
you have help from an enzyme (catalyst). I know of no commercially enzyme 
available for this purpose, although this is not my field of expertise.
