Hi Ken.
I'm afraid I can't be of much direct help as I know very little about 
SCUBA diving. All I can do is give you the following list of sites which 
will allow you to contact people with a lot more knowledge of diving than 
myself.
Dr.Lawrence Martin has written a book called Scuba Diving Explained.

Alliance Pharmaceuticals produce a liquid pulmonary oxygen carrier called 
Liquivent. At the moment it is just for medical use but possibly might be 
able to be modified into a system similar to that shown in the film
