Tough question but I found some helpful information on the Internet by doing a 
quick search on Altavista, using the terms +water+surface+tension.  I don't know 
what your results are showing you as far as a trend goes but if you think about 
it, the surface tension should be increasing as the temperature gets colder.  
The molecules are getting closer together as the temperature decreases, so the 
surface of the liquid should be getting more "sturdy".
