I am somewhat confused by your question. I hope I understand your 
question. I believe that you want to know how much weight you need 
to gain or lose to maintain a body fat percentage of 21%. 

Weight Gain/Loss = (.21*weight - (percent fat*weight/100))

If the answer is positive you need to gain weight. If it is negative you 
need to lose it. This is assuming that all of your weight gain or loss is 
in fat. 


Admin addition:

If the loss is in only lean then

Weight Gain/Loss = (.79* weight  - (100 - percent fat)/100 * weight)
