The small tidal variation at Perth is due to the shape of the ocean basin 
and
the fact that the tide
moves as a wave, horizontally , not as a simple up and down motion.  The 
waves
interact with the
basin and the rotating motion of the earth to produce very complex 
fluctuations
in the levels.  Some
areas nearby Perth may have larger variations in the tide height for the 
same
reason.
