Agrobacterium is a plant pathogen that causes crown gall disease of 
certain plants. The U.S. Department of Agriculture regulates state-to-
state movement of these bacteria and issues permits for use in research. 
In addition, state officials will have to review and approve the permit. 
Check USDA's web site http://www.aphis.usda.gov/biotech/qamov.html
for answers to frequently asked questions regarding these permits, and you 
will see that it is next to impossible for someone without proper lab 
facilities to obtain such a permit. For ANY transformation experiment, 
please bear in mind that the resulting transgenic organism has to be 
confined to the laboratory and has to be discarded in a manner that 
ensures that it does not escape into the environment (there's another set 
of USDA regulations for field testing and release of genetically 
engineered plants). In appropriately equipped labs, all living material 
carrying foreign genes and all plant pests/pathogens are autoclaved before 
disposal.

My recommendation for you is to find a scientist (microbiologist, 
biochemist, molecular biologist) at a local college or university who is 
willing to sponsor a project on bacterial transformation and can ensure 
that safe handling and disposal procedures are followed.
