I spoke with someone at the EPA in North Carolina a few minutes ago and they 
said a Joe Baumgardner was the chemist/scientist who initiated a study to come up 
with a test for traces of antibiotics in water.  They did not know how to 
locate him - they said he is retired.  Have you heard of him?  Thanks for any 
information you might have.
