Rachel: No, I am sorry, but I have not heard of Dr. Baumgardner. One possibility is that you have not spelled his name correctly. You can go to the epa website, www.epa.gov and click on "About EPA" and then on the "employee directory" to get a listing of current employees. There are one or two other "Baumgardners" listed, but no "Joe." However, I did not check alternate spellings. If he is retired, you may get some help from EPA Human Resources, but I would guess that the best they could do would be to pass a message on to him. I don't think they would be inclined to give out his email address or any other information about him. One other possibility that comes to mind is to check the membership directories of scientific societies he might still belong to, such as the American Chemical Society or the equivalent for biologists (sad to say that I don't even recall the name).
