To rephrase, what you’re wanting to do is to prefix some bits onto a data stream. One solution is to program a little microcontroller, e.g., a PIC, to process the data. A kit that embeds data in an amateur packet radio AX.25 “frame” can be found at the TAPR web site. You can peruse the documentation to understand how it works, then program your own PIC to add the preamble according to your own needs.
