First, the frequency would increase as the jet approaches the tower and would decrease as it moves away.

Time would pass more slowly in the jet than in the house because it is in motion. This is called time dilation. However, the jet is moving very slowly compared to the speed of light. A fighter jet might travel at 1,600 kilometers per hour. That is 444 meters per second. Light travels at 300,000,000 meters per second. Time dilation only becomes important when the velocity is a significant fraction of the speed of light.

The effect of time dilation at speeds this low is so slight that I'm unable to calculate it. My calculator only has 10 significant digits. You can see the equation for time dilation here: http://www.btinternet.com/~j.doyle/SR/Sr5/sr5.htm
