Toilet paper commonly has two layers to help improve the absorbency and strength of the sheet to allow better performance.

The two sheets are held together using either one or both of the following methods: gluing or embossing.

Applying glue between the layers causes the layers to stick together. The glue that is used must dissolve in water so the toilet paper will break up in the toilet. The glue also shouldn’t cause the toilet paper to become very stiff, which would make it less comfortable to use.

The embossing technique also helps to hold the layers together. I answered a question regarding embossing here.
