Most things shrink when you cool them down, and expand when you
warm them up.  If you first cool something down, and then warm it back
up to the original temperature, then it will usually return to its
original size.  So if you first wash your clothes in cold water, and
then dry them at room temperature, you should expect them to return to
their original size.  As you say, the reason why cotton clothes shrink
when you wash them in hot water is completely different.
