Scott,

The breast is a modified sweat gland. Under the influence of female
hormones it develops into a functional structure. During puberty it
is not unusual for boys to develop some breast tissue also, but when
they fully develop their male hormones the breast tissue regresses.

An adult male can develop breast tissue if there are female hormones, such
as estrogen, present. If an adult male takes estrogens he will develop
breast tissue. If there is an abnormal production of estrogenic substances
he will develop breast tissue. When men used to carry their pack of
cigarettes in the shirt pocket over the left breast, the rubbing on the nipple
would sometimes result in breast enlargement on the left side only.

The medical term for breast development in males is "gynecomastia". If an
adult male has gynecomastia he should see his doctor or a specialist in
hormonal problems. These doctors are called "Endocrinologists".
