The HP 5370B has the best single-shot timing resolution of any commercial 
counter/timer that I am aware of, 20 picoseconds.  I strongly suspect that 
there are special set-ups in various labs that can do rather better,
since there is quite a bit of research being done exploiting the 
femtosecond pulses available from pulse-compressed lasers.
