Because rocks don't jump!
Even though there is less gravity on the moon, there is still enough to hold onto even the tiniest rocks. If you were to pick up a rock on the moon and throw it straight up, it would travel a whole lot farther than it would on Earth, but eventually it would still come down.
If there was so little gravity on the moon that the rocks floated off of it, then the astronauts would never have been able to land on it, since they would have floated off, too. Why is that? Because a man named Galileo discovered long ago that gravity pulls on everything the same way, no matter how big or heavy they are. You can do the same experiment yourself: look at http://www.flash.net/~spartech/ReekoScience/gravity.htm . If you drop a grape, an orange, and a bowling ball at the same time from the same height, they will all hit the ground at the same time.
