I need to if it's possible to build a device that can be aimed 
and is fairly accruret. this device will shoot ions into a 
pin-pointed spot in the ionisphere. This device can't used to 
much power, and the reason I'n doing this is to add more ions to 
the ionisphere temperary to send a higher frequency radio-wave 
and bounce it off the ionisphere. Also what is the highest 
frequency that you can bouce off the atmosphere, and if this 
device is possible can you please tell me how to make it.
