In order to make the whistle sound, the lips need to form into a small 
opening.  Wetting the lips makes the surface of the lips pliable so that 
the lip muscles can form the precise opening.  If your lips are dry, the 
surface will not form like you want and effect the sound.  So basically 
your are right that wetting will smooth out imperfections but not with 
filling in with saliva but making the lip skin pliable.
