Permanent magnets are made of ferromagnetic materials. Ferromagnetism
is due to the spin of un-paired electrons in these materials and is
not related to conductivity. Therefore ferromagnetic materials may
be compounds which are insulator.

Here is a page which briefly explains ferromagnetism: ferromagnetism

The following page contains a description about ferromagnetism although
no explanation of its cause: http:
//www.ee.washington.edu/conselec/CE/kuhn/magtape/95x1.htm

The following page describes the materials of permanent magnets: http://www.stanfordmate
rials.com/magnet.html

The following page gives a detailed explanation of ferrormagnetism: http://www.magnetweb.com/Sect2A.

Hope these may help.
