The answer is yes, With carefully controlled (and under limited )
circumstances, I believe it would be possible to transport the sand as you 
suggest.  However, as you do not refer to possible real-life circumstances, it 
is difficult for me to comment on real-world limitations or possibilities.  For
instance, there are energy as well as depth-of-wave influence considerations 
to deal with that could obviate any practical application.  None-the-less, it is 
an interesting idea.
