Think about the processes of photosynthesis. I'm assuming the bag is clear and 
the plant-bag combo are in light. Carbon dioxide gas must enter the leaf for 
photosynthesis. The plastic bag will prevent carbon dioxide entry. The small 
amount of carbon dioxide in the bag will quickly be used and cannot be replaced 
if the bag is tightly sealed around the plant.

Assuming the bag is in the sun, the temperature can also increase inside the 
bag due to the greenhouse effect. The high temperature could damage or kill the 
plant.
