Subject: ADSL upload affecting download speed. Is bandwidth lost?

I have an ADSL connection (Assymetric Digital Subscriber Line).  It usually has 
download speeds of 25 KBs/sec and upload speeds of 13KBs/sec.  It is rated as 
256kbits/sec download, 128kbits/sec upload.  If I am uploading a file at the 
same time as downloading something, does the upload use up bandwidth that the 
download half of the connection needs, thereby reducing the download speed?  Or 
are the connections made for both uploads and downloads to be done at the same 
time with each at its maximum speed,  meaning I have a total of 384kbits/sec 
bandwidth available to me?
