Perspecive is everything.  And perhaps the type of cloud.  It may be that 
cumulus clouds are more common in Florida than in New Jersey.  Tropical 
cumulus bases may be as low as 3000 feet early in the day.  It may be that 
the bluer sky color makes the clouds appear to be lower.  Weather 
observations report the height of the clouds above ground level.  Check out 
some on-line references for cloud types and associated heights, then 
monitor the observations for a location near you and in Florida.  One 
commercial site that reports ceiling height is http://www.uswx.com
