Your equations KE = (.5)IW^2=(Torque)* (Theta) can be solved for
W=sqrt{2(Torque)(Theta)/I}. This shows, correctly, that the angular
velocity (W) will increase and become infinite if you apply torque for an
infinite length of time. You must have misunderstood the problem. Maybe
there was a damping torque, or some finite angle of rotation.
